GROUND ZERO, New York City, Feb. 16--The sky is dark and heavy with snow.  It falls down upon the earth, swallowing up all the green, burying cars, erasing roads.   Children press their noses to frosty panes looking at the naked, leafless trees for the eagles who chose not to perch above the Elk River as Mother Nature empties her icy bio-chemicals upon us all, reminding us that in the end it is the weather, the seasons, the power of wind and ice that defy mankind's fire.
