GROUND ZERO, New York City, Feb. 17--There is a
storm within a storm. As the heavy snow falls sucking away
all escape routes, another storm within the storm brews. It
threatens even more flakes that come as big as fists, fluttering to
the ground to blanket the snow blanket, a reminder that while
Terrorism threatens some, the weather threatens all.
